In Claude, make a Project, open its settings, and put the block in the instructions field — every chat inside that project inherits it. A custom style is the other option, but it's aimed at tone and formatting rather than workflow rules, so a Project is the better home.
In ChatGPT, the equivalents are a Project, a custom GPT, or the global custom-instructions field in settings. Use a Project rather than global custom instructions, so the five-step setup doesn't fire in every unrelated conversation.
